

Carla has worked in and with government since 1979.Beginning her career after graduate school as the Clinical Director of a drug and alcohol treatment program for the U.S. Army, Carla has held management and leadership positions in state, county and municipal government agencies.
An Organization Development Consultant, Facilitator and Trainer, she brings more than twenty years experience designing and facilitating organizational development efforts. Specializing in Municipal and County government, she works with agencies to design usable performance management systems and to implement change from the inside out. Based on Action Learning, her approach leverages workforce innovation and executive leadership that builds strong organizational cultures and practices.
Carla's performance management focus began in 1992 when she assumed leadership of a statewide performance improvement and culture change effort for the largest state agency in Texas. She later was instrumental in the implementation of a highly successful performance management initiative in six departments of the City of Austin.
For the last 6 years, Carla has been an independent practitioner of performance management and change implementation. She has assisted numerous County, City and Federal jurisdictions in the development and implementation of performance management systems, the culture change required to implement them long-term, executive team and leadership development. Additionally, Carla serves on the National Policy Council for AARP which seeks to influence public policy to positively impact quality of life for Americans 50-plus.
She is co-developer of Outcome-Centered Leadership, The New Logic Sustainability Tool™ (a tool to assess organizational effectiveness) and the New Logic Organizational Readiness and Change Planning tool.
Carla’s competencies and professional experience include:
- Successfully designed and facilitated strategic business plan initiatives in over twenty government and non-profit organizations.
- Provided consultation and facilitation to City of Austin departments in implementing a “managing for results” strategic business plan. The City of Austin received an “A-minus” by Governing Magazine for the implementation of Managing for Results.
- Subject matter expert in organizational performance management through alignment of performance measures and systems to strategic goals.
- Over 25 years experience designing and implementing organizational change initiatives.
- Excellent facilitator of inclusive group processes.
- Expertise in developing high-functioning executive teams
Carla holds Bachelor of Arts and Master of Science degrees (with honors) from the University of Texas at Austin and has completed doctoral work at Oregon State University. A lively and thought-provoking speaker, she has shared her practical approaches to organizational change at numerous conferences and workshops.
