A veteran of 29 years in the US Army, Fran brings to Zelos over 40 years of professional leadership and management experience. Upon his retirement from the Army, Fran served as the Director of General Services for Chesterfield County, Virginia. He is a graduate of Leadership Metro Richmond and has recently served as a Senate Productivity and Quality Award Examiner. Sought after for his professional expertise, Fran is a frequent guest speaker for many professional, local, state, and federal government organizations throughout the country. Currently, Fran is the Dean of Chesterfield University’s School of Leadership and Personal Effectiveness and serves on numerous steering committees, quality boards, and project action teams.

Fran brings to Zelos a wealth of practical, hands-on performance management and leadership experience in the disciplines of capital project management, airport operations, facilities management, waste and resource recovery, as well as fleet and communications management.
