

Lynne Wasz has 20 years of experience in the planning field in the areas of local and state government, as well as the private sector.
After receiving her Bachelor's and Master's degrees in planning from the University of Virginia, she became the youngest Director of Planning in the state at that time.
She then worked in the government offices of Chesterfield County, Virginia where she was the organization’s strategic planner, co-leading their Total Quality Improvement (TQI) initiative for five years.
During her time with the County, she wrote three strategic plans, was one of the organization’s lead facilitator, was one of five trainers to develop the TQI Corporate University, and was a team member for the County’s pursuit of and winning the U.S. Senate Productivity and Quality Award.
Lynne began her work in the private sector as the Process Improvement and Quality Coordinator for Cavalier Communications. She was the Project Manager for two corporate acquisitions during a one year period involving Conectiv Telecommunications and Net2000 Incorporated, ensuring the efficient operation and consistent implementation for the merged companies that covered a four state market.
She made operational recommendations to executive management that led to reducing company cycle times by 25%. She was the author of the company’s Quality and Customer Retention Plan, organization wide IT Automation Report (with estimated annual savings of $3 million), and fully automated Service Order System.
While with the Virginia Department of Transportation, Lynne was the Assistant to the Chief of Policy and Organizational Development. She was the Project Manager of the statewide Workload Planning System initiative working with VDOT executives to reduce and redistribute 10,000 staff across the state without layoffs.
Lynne was the Coordinator for VDOT’s Distributed Authority project, decentralizing construction processes and functions to the districts and ensuring consistent implementation.
Lynne went on to become the Performance Measurement and Strategic Planning Coordinator for the newly formed Virginia Information Technologies Agency (VITA), working under its Chief Financial Officer. She was the Project Manager of the VITA Strategic and Operations Plan, Budget, and IT Plan for fiscal years 2007 and 2008. Lynne developed VITA’s initial performance measurement system and created the organization’s “Agency Objectives” for the CEO and Board.
She originated and managed the agency’s first “CEO Results Dashboard” and drafted and compiled VITA’s first customer survey.
She also facilitated the Customer Services Directorate’s 2005 work plan, outlining all deliverables, milestone dates, strategies, and measurements for over 80% of the agency’s staff.
Lynne was also a member of the Virginia Department of Planning & Budget’s “State Strategic Planning Workgroup.”
