Rose Hayden has spent 18 years working with government as both a public sector employee and private consultant. Most recently, she served as Chief of Staff for the Texas Health and Human Services Commission, the umbrella agency charged with overseeing the state’s five health and human services agencies and the agency with responsibility for administering Medicaid and the Children’s Health Insurance Program (CHIP). In this role, Rose faced the daily challenges associated with the executive responsibility for a 45,000 employee, $25 billion enterprise.
Ms. Hayden is also an expert in state budget and policy issues as well as strategic business planning and implementing performance management initiatives. As an independent consultant, Rose worked with several Texas state legislative and executive branch agencies, with the cities of Washington, D.C., Detroit and Nashville, with Jackson County, Missouri, with several private sector clients and several non-profit boards. Ms. Hayden has extensive experience advising local and state government organizations in developing and implementing strategic business plans with measurable milestones.
Prior to opening her consulting practice, Rose served as an Assistant Director in the Governor’s Office of Budget and Planning. She developed her expertise in Texas state budgeting and policy over 10 years, working in both the executive and legislative bronchus’s. Hayden managed a team of budget analysts with responsibility for Public and Higher Education, the Judiciary, Public Safety and Criminal Justice, Natural Resources, and Regulatory functions. Rose also had primary responsibility for child welfare and juvenile justice policy and funding issues and served as the lead budget analyst on welfare reform for the Governor. She participated extensively in the development and implementation of the state’s strategic performance and budgeting system. She has also been a practitioner, working within the strategic budgeting system to craft budget proposals.
Rose’s professional highlights include:
- Serving as the Executive Sponsor on a major Medicaid IT outsourcing transition ($120 Million annually) to a new vendor and finalized a major administrative (Human Resources) outsourcing contract, the first of its kind in Texas.
- Testifying before numerous legislative committees and successfully advocated with top-level federal and state officials on funding and policy matters.
- Working closely with legislative and executive branch leadership to expand funding for child welfare services, juvenile justice services and prevention services using innovative funding concepts and approaches.
- Appearing as a speaker at numerous conferences and events and guest lecturer at the LBJ School of Public Affairs.
- Assisting the County of San Diego Health and Human Services Agency to design an integrated performance management system based on Community Priorities and integrated in agency operational plan.
Rose has a bachelor’s degree from The George Washington University in Washington, D.C. and a master’s degree from The University of Texas at Austin, both in American Studies. She resides in Austin, Texas.
